Bill Overview

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

Continued family planning care for Medicaid patients

Beginning June 1, 2025, Maryland’s Medical Assistance Program must support continued family planning care through qualifying providers. Providers must have received federal Title X funding on December 31, 2024. They must later have lost eligibility because of the services they offer or make referrals for. Support includes reimbursement for covered services, subject to applicable law and State budget limits.

Privacy protections cover more sensitive care

Beginning June 1, 2025, Maryland’s definition of sensitive health services includes gender-affirming care and reproductive health services other than abortion care. This brings qualifying care within laws governing disclosure of sensitive health information, including information about related medicines and supplies. These rules apply to entities covered by those disclosure laws.

Updated insurance protections and discrimination enforcement

Beginning June 1, 2025, Maryland updates its health insurance standards to reflect federal rules and guidance through December 31, 2024. These cover older grandfathered plans, essential benefits, prescription drugs, yearly patient cost limits, and coverage cancellations. They also cover benefit summaries, insurer spending and rebates, and hardship and affordability exemptions. The Insurance Commissioner or Maryland Health Benefit Exchange must adopt rules as needed. The Maryland Commission on Civil Rights also gains authority to enforce health insurance discrimination protections alongside the Insurance Commissioner. The law sets no specific change in household premiums or coverage.
