Maryland expands health claims data use

Beginning July 1, 2025, Maryland allows broader use of electronic health claims for AHEAD Model participation or successor models. Combining submitted information with other state-designated health information exchange data requires Maryland Health Care Commission approval. Regulations cannot restrict related public health use of financial information, including billed and paid amounts. Limits on sharing data again remain, with protections for patients who opt out, sensitive provider information, and legally protected care. This authority ends December 31, 2030.

New fund supports healthier Maryland communities

Beginning July 1, 2025, Maryland creates a Population Health Improvement Fund jointly run by its health department and hospital-rate commission. It supports statewide health goals under the federal AHEAD health care model or successor models. Money must help prevent common health conditions, meet health-related social needs, or reduce health gaps. Spending must follow the Statewide Health Equity Plan, the health secretary’s direction, and the state budget. Fund spending adds to Medicaid funding rather than replacing it. The fund keeps unspent money and interest, and accepts budget funding and other money. Hospital assessment revenue is a listed source through 2027, but not from January 1, 2028, through December 31, 2030. The fund provision ends December 31, 2030.
