Lower child care costs for foster youth

Effective July 1, 2025, Maryland establishes a foster youth child care scholarship program that must start by January 1, 2026. It covers parents ages 16 to under 22 who are in state-responsible out-of-home care or were on their 18th birthday. Applications cannot require proof of work, school or training enrollment; the other parent’s name; an absent parent’s written approval; or foster-parent information, including income. Participants who provide proof of program participation receive scholarships large enough to eliminate their child care copays. Human Services must make referrals, and the Education Department must include the program in its process for granting initial eligibility.
