Baltimore Sheriff Gets Neighborhood Services Unit

Beginning October 1, 2025, the law creates a Neighborhood Services Unit in Baltimore City’s Sheriff’s Office. It works with the city’s alcohol licensing board to enforce local alcohol laws and performs other duties the Sheriff assigns. The unit and board must sign a written agreement defining their roles and the unit’s funding source. Board revenue and an existing Baltimore City court surcharge can support the unit’s work. The surcharge covers eviction, tenant holdover, lease breach, and restitution-warrant cases, and remains capped at $10 per case. This law does not raise that charge or create a new one. Surcharge revenue goes to the city’s Finance Director every three months.
