Maryland lifts small-business research funding caps

Beginning July 1, 2025, Maryland removes caps on state awards or investments matching eligible federal small-business research awards. The program matches Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) awards. Former caps were the lesser of 25% or $25,000 for Phase I, and 25% or $75,000 for Phase II. The law also removes the related board exception and annual program limits of 20 Phase I and 10 Phase II awards. Funding still depends on available program money.

Maryland limits businesses to three research awards

Beginning July 1, 2025, each small business faces a lifetime limit of three Maryland research matching awards or investments. This limit applies under the Maryland Small Business Innovation Research and Technology Transfer Incentive Program. Each business also remains limited to one award or investment per fiscal year. After receiving three, a business cannot receive another under this program.
