New rental fleet registration option adds fee

Beginning October 1, 2025, owners of fleets with five or more rental vehicles have a new registration choice for each vehicle. They can use the new fleet option or register under existing Section 13-939.1. Under the new option, Maryland's Motor Vehicle Administration must issue special fleet plates and cannot require validation tabs. It must also align registration expiration dates within each fleet when practical. Owners pay a one-time fee of up to $8.50 per vehicle when new fleet plates are issued, plus the annual registration fee set under Section 13-939.1.
