Adapted vehicle help for disabled Maryland drivers

Beginning October 1, 2025, Maryland’s Department of Disabilities runs a pilot providing vehicles modified for drivers who need mobility aids. Participants must need a mobility aid, hold a driver’s license, and be qualified to drive an adapted vehicle. They must also not qualify for another department program that provides access to adapted vehicles. The department selects participants and gives priority to people living in areas with limited public transportation. It must seek and help arrange donations of vehicles, vehicle adaptation services, and money. It can also apply for, receive, and spend federal funds and grants. The law sets no funding amount or vehicle count, and a vehicle is not guaranteed. The department must study effects on recipients’ independence, mobility, job opportunities, and reliance on public subsidies. By December 1, 2028, it must report these findings and the number of vehicle recipients to the Governor and General Assembly. The report must also describe available vehicles, adaptation services, and funds, and recommend whether to extend or expand the pilot. The department must anonymize recipient data to protect privacy. The pilot ends September 30, 2030, unless the General Assembly acts to continue it.
