Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 0 costs, 2 mixed.

Wicomico school board members get guaranteed pay

Beginning October 1, 2025, Wicomico’s school board chair gets at least $4,000 a year. The vice chair and other elected members each get at least $3,700 a year. Members receive the County Council’s salary instead when it is higher. Elected members also get official travel and other expenses repaid after submitting vouchers under board rules. Expense payments follow the board’s budget.

Wicomico students gain a limited board voice

Beginning October 1, 2025, Wicomico’s school board must include at least one student member chosen through board-set procedures. Students must be in grade 11 or 12, in good standing, and regularly enrolled in Wicomico County public schools. Each serves one year starting July 1 after selection and advises the board about students’ views. Student members cannot vote or hold the chair or vice chair role. They may attend closed sessions only when a majority of elected members votes to invite them. Students get official travel and other expenses repaid after submitting vouchers. The board may also award a scholarship, but no award or amount is guaranteed. Student members receive no other pay for board work.

Wicomico voters choose district school board members

Starting with the 2026 general election, Wicomico voters choose seven nonpartisan school board members, one from each council district. This replaces five district seats and two countywide seats. Candidates must live in Wicomico County and be registered county voters. Elected members cannot stay in office after moving outside the county or their district. However, a district boundary change does not shorten an incumbent’s current term. The nominating commission selects vacancy nominees, and the County Council appoints replacements. For vacancies arising before a presidential-year cutoff, appointees serve only until a successor is elected at the next general election. That cutoff is 30 days before the certificate-of-candidacy filing date for that year’s primary election. At its first December meeting each year, the board elects a chair and vice chair from its elected members. These governance rules take effect October 1, 2025, with the election change starting in 2026.
