Bill Overview

Analyzed Economic Effects

4 provisions identified: 2 benefits, 1 costs, 1 mixed.

Cash awards for Maryland Corps participants

Beginning July 1, 2025, Maryland Corps participants receive a required $6,000 cash award after completing at least nine months of service. The award is no longer optional or payable through a Maryland 529 college savings account.

Broader access to Maryland service opportunities

Beginning July 1, 2025, Young Adult pathway applicants must live in Maryland when applying and be ages 18–24 when service starts. They must finish high school or equivalent education, but the prior three-year limit since finishing is removed. The Maryland Service Year pathway accepts Maryland residents who are at least 18 when service starts. That pathway prioritizes people historically underrepresented in college enrollment or completion, or employment with large-scale employers, community employers, or participating organizations.

Service participants get local wage floors

Beginning July 1, 2025, both service-year pathways replace their $15-per-hour floor with the higher county or Maryland minimum wage. This floor covers required work hours and required program activities. It also applies to cash stipends covered by Department rules. The new floor can be higher or lower than $15, depending on the applicable minimum wages.

Private-sector applicants lose state fellowship opportunity

Beginning July 1, 2025, Maryland ends the Executive Fellows Program. It offered private-sector people with demonstrated leadership and management potential an opportunity to participate in State government. Prospective fellows lose that opportunity; the repeal does not specify any payment to participants.
