Baltimore City businesses face after-hours penalties

Beginning July 1, 2025, Baltimore City alcohol license holders face penalties for operating past licensed hours without an exemption. For a first offense, the city’s licensing board must impose a fine of at least $1,000, suspend the license, or both. For a second or later offense, it must impose a $2,000–$20,000 fine, suspend the license, or both.

Baltimore businesses face closing rules with exemptions

Beginning July 1, 2025, Baltimore City alcohol-licensed premises must stop all operations at their license class’s closing time unless exempted. This includes alcohol service, food service, and entertainment. The city’s licensing board can exempt Class B restaurants only to serve food to seated diners. Pharmacies that fill prescriptions can receive exemptions and sell products other than alcohol after closing. Class D beer, wine, and liquor restaurants can receive food-only exemptions for seated diners in the 46th legislative district, using its 2022 boundaries. Their dining room must not be next to a bar unless the board waives that rule. Class B hotels can continue food service to seated customers, private functions, or guest rooms.
