Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Cannabis guards avoid duplicate background checks

Beginning October 1, 2025, eligible cannabis security guards do not need separate state or national background checks for cannabis-agent registration. This applies to guards providing security for a cannabis licensee or registrant, directly or through a security guard agency. Guards must already be authorized to provide security guard services under Maryland law.

Guard hiring rules exclude some employers

Beginning October 1, 2025, covered security guard employers must hire only guards certified by the state Secretary. These employers hire guards solely to provide security services to themselves. Security guard agencies, video lottery operators, sports wagering facility licensees, and health care facilities are excluded from this employer definition. These exclusions apply to rules specifically for security guard employers, not all security or licensing requirements.
