Beginning July 1, 2025, eligible Maryland small businesses can seek matching awards or investments without the former funding caps. Businesses need a federal Small Business Innovation Research (SBIR) or Small Business Technology Transfer (STTR) award. The old caps were the lesser of 25% of the federal award or $25,000 for Phase I and $75,000 for Phase II. The law also removes the program's yearly limits of 20 Phase I and 10 Phase II awards or investments. Funding remains competitive, is awarded quarterly, and depends on money available in the program's Fund. The Maryland Technology Development Corporation considers the business impact and help bringing research to market, while prioritizing research addressing Maryland public health crises. It also coordinates outreach and assistance with State and county programs, including training and outreach to disadvantaged, minority-owned, women-owned, rural, and first-time applicants.
Beginning July 1, 2025, each small business can receive only one program award or investment per fiscal year. Each business is also limited to three awards or investments in total under this program. These limits apply to Maryland's matching support for federal small-business research awards.
