You can ask the State Highway Administration to review your citation before your deadline to contest liability. Its designated reviewer must cancel an erroneous citation, but a court dismissal alone does not establish an error. The reviewer cannot work for a camera contractor or have reviewed citations outside this designated role. For covered notice errors, the reviewer may resend or cancel the citation and must notify the Administration to remove related administrative penalties. Written questions and responses must be open to public inspection, and written answers must arrive within a reasonable time.
Beginning October 1, 2025, each Baltimore County I-83 or I-695 camera must issue warnings during its first 30 operating days. The law also sets a $40 cap within the penalty schedule for these interstate violations. That schedule provision takes effect only if S.B. 118 or H.B. 182 of 2025 takes effect. Citation recipients can pay the local government or, when appropriate, the District Court. These rules last through June 30, 2030.
Camera operators must complete manufacturer training and sign daily logs of required system checks before recording images. Each camera needs an annual calibration check by an independent lab selected by the State Highway Administration. Program administrators must be separate from contractors and train before launch and at least every two years; new administrators attend the next available training. If more than 5% of a contractor's yearly violations are erroneous, contracts must require damages. Those damages must equal at least 50% of each erroneous violation's fine, plus agency reimbursements. From October 1, 2025, through June 30, 2030, contractors cannot be paid based on citations issued or paid.
The District Court sends Baltimore County I-695 and I-83 camera fines through the Comptroller to the State Highway Administration. The money can pay only camera program costs and road or safety improvements on those highways. No more than 49% can cover program setup and administration costs. Fine revenue must add to, not replace, other funding for these purposes.
Beginning October 1, 2025, the State Highway Administration can operate speed cameras on Baltimore County's I-695 and I-83. Deployment rules require high-risk crash locations, published locations, advance warning signs, live speed displays, and five-mile spacing in the same direction. The text contains different camera caps: one provision allows three per direction on I-695 and two on I-83. That provision limits simultaneous operation to two on I-695 and one on I-83. Another provision allows four per direction on I-695 and three on I-83. On I-695, cameras can record vehicles only at least 12 mph over the limit; no on-site or remote operator is required. Qualifying violations carry up to $40, but not when police already cited the driver at the time. The Act expires after June 30, 2030.
