Bill Overview

Analyzed Economic Effects

3 provisions identified: 0 benefits, 1 costs, 2 mixed.

Raffle Operators Face Fines and Jail

Beginning June 1, 2025, knowingly conducting or attempting to conduct a raffle that breaks these rules is a misdemeanor. The penalty provision also covers violations of the specified existing bazaar and raffle rules. A conviction carries up to one year in jail, a fine of up to $1,000, or both. This provision ends June 30, 2026.

Raffle Buyers Can Use Limited Credit

Beginning June 1, 2025, buyers can use credit for tickets in raffles authorized by this law. Each person can buy no more than $50 in tickets using credit and make only one credit transaction per day. This credit-payment rule ends June 30, 2026.

Baltimore Baseball Groups Gain Regulated Raffles

Beginning June 1, 2025, qualifying Baltimore City groups can hold unlimited raffles tied to major league baseball games in the city. Groups must be based in Baltimore City and affiliated with a team that plays its home games there. They must spend most of their funds locally for fraternal, civic, veterans’ hospital, amateur sports, or charitable purposes. A written city permit is required and cannot be transferred; only group members can run the raffles. Multi-game permits expire at the end of the year issued. Groups set ticket prices and can offer cash or merchandise prizes of any amount, but cannot divert proceeds for personal benefit. Buyers must be verified as at least 18. Tickets must be sold and received electronically within the law’s defined Baltimore City area, enforced by a virtual boundary. Video lottery terminals are excluded. Sales start no earlier than one hour before the official game start and end no later than the seventh inning. This authority ends June 30, 2026.
