Bill Overview

Analyzed Economic Effects

2 provisions identified: 0 benefits, 0 costs, 2 mixed.

Maryland repeals driver improvement program rules

Beginning October 1, 2025, Maryland repeals the statutory driver improvement programs, including the program designed for young drivers. The repeal removes authority under those provisions for the Motor Vehicle Administration or courts to require attendance after moving violations. It also removes the related attendance fees, fee waivers, and provider-approval procedures.

Maryland changes safety training for license applicants

Beginning October 1, 2025, Maryland replaces its three-hour alcohol and drug course with a three-hour roadway safety course. Certain first-time applicants using the no-permit licensing route must pass this course before getting a license. The course also becomes part of required driver education. Lessons cover signs, signals, pavement markings, dangerous driving, work zones, impaired-driving hazards and penalties, alcohol and drug effects, and driving records and points. The Motor Vehicle Administration can add other road-safety topics and must set rules to certify private course providers. It develops the program with the Behavioral Health Administration. The law also allows licensing without a learner’s permit or waiting period for applicants whose prior licensed driving experience justifies skipping further training. That option also covers people who complete an approved basic motorcycle safety course. The agency can still require a driving test or issue a provisional license.
