Baltimore can tax vacant nonprofit property

Baltimore City can tax some vacant nonprofit property that otherwise qualifies for charitable, educational, or religious tax exemptions. The city must first pass a local law. It can charge both its general property tax rate and its special vacant-property rate. Covered properties are vacant lots or buildings cited as vacant and unfit for habitation or another authorized use. The law took effect June 1, 2025, and applies to taxable years starting after June 30, 2025.
