Free disability notation on Maryland IDs

Beginning October 1, 2025, Maryland applicants can choose a nonapparent disability notation when applying for or renewing a license, ID card, or moped permit. This covers disabilities or health conditions that are not immediately visible, including developmental and intellectual disabilities. The Motor Vehicle Administration cannot require proof or deny an application because the notation differs from another document. The notation is free, including a corrected document when the notation is the only change. When holders turn 18, the agency must tell them they can remove the notation.

Privacy rights for disability notation holders

Beginning October 1, 2025, Maryland's Motor Vehicle Administration must delete any record of your disability notation whenever you request it. The agency generally cannot share notation or removal-request information without a court order. Exceptions allow sharing with courts, criminal justice agencies, driver licensing authorities, and the Child Support Administration. The agency can also share it with you, your lawyer, or someone you name. The agency cannot use notation information to refer you to the Medical Advisory Board.

Police training on disability notation holders

Beginning October 1, 2025, Maryland's Motor Vehicle Administration must tell the public about the disability notation option. It must consult developmental and intellectual disability advocacy groups to design the notation, which appears at the credential's bottom. The Maryland Police Training and Standards Commission must implement training on interactions with people whose credentials carry the notation. The commission must consult State Police and other interested groups.
