Harford arts nonprofits must keep alcohol records

Beginning July 1, 2025, Harford County performing arts nonprofit beer, wine, and liquor license holders remain subject to recordkeeping rules. They must keep complete, accurate records of alcohol sold, served, and purchased for at least 2 years in lasting form. Records must stay at the licensed location, or the principal location when the license covers multiple sites. Records must meet officials’ form and content rules and be available for inspection during regular business hours. License holders must provide alcohol information on written request, using required forms and reporting under oath when requested. These oversight powers include the Comptroller, county Alcoholic Beverages Board, and Executive Director; their designees may also inspect records.

Harford arts nonprofits face alcohol license hearings

Beginning July 1, 2025, enforcement changes for Harford County performing arts nonprofits with beer, wine, and liquor licenses. The law removes the Comptroller’s power to suspend these licenses for up to 30 days without a hearing. The county Alcoholic Beverages Board may call a hearing when a required report or investigation indicates a violation. If charges are upheld, the Board may impose a $250 to $2,000 civil fine and immediately suspend or revoke the license.
