Calvert correctional deputies get no strike authority

Beginning October 1, 2025, Calvert County's bargaining rules do not authorize covered correctional deputies to strike. This applies to full-time correctional deputies in the Sheriff's Office at major or below. The rule uses the definition of a strike in Maryland's state personnel law.

Calvert deputies gain limited bargaining rights

Beginning October 1, 2025, eligible Calvert County Sheriff's Office deputies gain rights to organize and bargain over wages and benefits. Coverage includes full-time deputy sheriffs and correctional deputies at major or below. They can choose or remove an exclusive labor representative. Recognition requires a petition signed by at least 51% of sworn deputy sheriffs at sergeant or below. The Sheriff has 20 calendar days to challenge it; otherwise, the labor organization is certified. A challenge triggers a secret-ballot election run by a neutral arbitrator appointed by the American Arbitration Association. Certification then requires 51% of votes cast by covered deputy sheriffs and correctional deputies at major or below. The parties split arbitration costs equally. After certification, the parties must bargain in good faith, aiming to include agreements in the Sheriff's Office budget. The Sheriff and County Administrator cannot be forced to bargain over budget-funded terms after annual operating budget approval. The labor representative, Sheriff, and County Administrator can each name 1 to 4 negotiators. Written, signed agreements cover all negotiated matters and can include a grievance process with nonbinding arbitration. Agreements need approval from a majority of bargaining-unit votes cast, the Sheriff, and County Commissioners. Agreements last 1 to 4 years, and County Commissioners must approve any added funding. The Sheriff's staffing and salary authority follows county approvals or an agreement, with added agreement funding still requiring county approval.
