College employees get annual anonymous surveys

Beginning June 1, 2025, Howard Community College’s board must select an independent, nationally recognized employee satisfaction survey each year. The survey must be anonymous, and the board must receive an unedited report of its findings. Before public release, human resources or personnel-related feedback must be removed. The board must also report to the Maryland General Assembly on the faculty union contract’s status until it is finalized.

Howard college board adds two seats

Beginning June 1, 2025, Howard Community College’s board grows from seven to nine members. The Howard County Senate Delegation appoints members with the Maryland Senate’s advice and consent. At least eight members must live in Howard County when appointed and throughout their terms. The two added members’ initial terms end in 2032 and 2033, respectively. A quorum requires four members or a majority of actively serving members, whichever is greater. The law also removes the prior mandatory board training requirement.

Public gains access to college meetings

Beginning June 1, 2025, every Howard Community College board meeting must offer time for public comment. The board must make an audio or video recording of every meeting. Recordings must be available free on the board’s website. When practicable, the board must post each recording within two business days after recording.
