Bill Overview

Analyzed Economic Effects

4 provisions identified: 1 benefits, 2 costs, 1 mixed.

New restaurant and campus alcohol licenses

Beginning July 1, 2025, Baltimore City's licensing board can approve two targeted licenses in the 40th alcoholic beverages district. A restaurant on the even side of the unit block of South Carrollton Avenue can get a Class B beer, wine, and liquor license. The applicant must sign an agreement with the Hollins Roundhouse Association, and the Board waives the minimum seating rule. On-campus events on the 2500 block of West North Avenue can get a Class C beer and light wine license. That applicant must sign an agreement with the Greater Mondawmin Coordinating Council; the Board must waive member-and-guest-only sales rules.

New fees and rules for event licenses

Beginning July 1, 2025, Baltimore City's licensing board must set application rules for temporary Class C per diem alcohol licenses. The rules may allow license denials, revocations, and annual limits for each person at the same location. The Board must charge an expedited processing fee for applications submitted less than two weeks before the event. The fee cannot exceed $250; the law does not set the exact amount.

Sales-hour limits for western Baltimore alcohol sellers

Beginning July 1, 2025, covered alcohol sellers in parts of Baltimore's 40th alcoholic beverages district must limit sales to 10 a.m.–10 p.m. Coverage includes West North Avenue's 1000–3200 blocks and areas within 250 yards of that stretch. It also includes the area bounded by North Fulton Avenue, North Avenue, Pennsylvania Avenue, Druid Hill Avenue, Mosher Street, and North Carey Street. Two additional street-boundary areas listed in § 12-2005(d)(2) are covered. Exemptions include specified restaurant, Class C, arena, marketplace, and M-F municipal family fun center licenses listed in § 12-2005(d)(1).

Howard Street barbers gain limited alcohol licensing

Beginning July 1, 2025, Baltimore City's licensing board can issue a Class C beer and wine license on the odd side of the 800 block of North Howard Street. The applicant must sign an agreement with the Mount Vernon–Belvedere Association; the Board waives member-and-guest-only sales rules. The license cannot move to another location or change class. Alcohol service is indoors only, with sales limited to 10 a.m.–9 p.m. During a regulated barbering service, each patron can receive at most two 12-ounce beers or two 6-ounce glasses of wine for drinking on-site.
