Five-year reviews of grid upgrades
Beginning January 15, 2027, the Public Utilities Commission reviews grid‑enhancing technologies every 5 years. The commission can do the review, update a past review, or hire a consultant. It focuses on tools a large investor‑owned transmission and distribution utility can use to reduce or delay costly grid projects. The 2027 review must update the 2025 review. The commission may file findings for use in rate cases and integrated grid planning.
Utilities must file 10-year climate plans
The law requires each transmission and distribution utility to file a 10-year climate protection plan. The first plan is due by May 1, 2027, and then every 5 years. Plans must list steps to protect lines, poles, stations, and other equipment from climate impacts. The Public Utilities Commission runs a process for public input. The commission can use these plans in rate cases and other proceedings.
