New electricity-saving program for Maine customers

The law requires the Efficiency Maine Trust to run a voluntary program through the end of fiscal year 2027-28. It encourages Maine electricity customers to reduce peak-hour use and shift use to off-peak hours. Taking part may lower bills and improve grid reliability, but savings are not guaranteed. The Trust must promote utilities’ optional time-of-use rates, which charge different rates at different times. Outreach must reach renters, low-income customers, and customers the Trust identifies as having the greatest potential to reduce peak use. Low-income customers receive priority outreach and education. The program must reflect Maine’s electricity use, grid planning, and climate needs. The Trust must seek design input from utilities, the Public Utilities Commission, and the Office of the Public Advocate. It must also involve the Department of Energy Resources, the public, and public-interest groups, including community action agencies. Utilities must share program information and provide customer data and other information needed to assess and increase participation. By February 28, 2028, the Trust must report to the Legislature’s energy committee on effectiveness, cost-effectiveness, challenges, and opportunities to improve and expand these efforts. Continuing beyond fiscal year 2027-28 requires an extension proposed and approved in the Trust’s next three-year plan.
