Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Maine Finance Authority gains bond capacity

The Finance Authority of Maine keeps $235 million in private activity bond capacity for 2026 and gets $100 million more. That extra amount includes $47.625 million previously unassigned and $52.375 million transferred from the Maine State Housing Authority. Its total is $335 million for 2026 and $125 million for 2027. These amounts include its role as successor to the Maine Educational Loan Authority. Use or reassignment must follow Maine law, Title 10, section 363(6) and (8). This is financing capacity, not state spending or guaranteed household loans or benefits.

Maine housing bond capacity shifts

The Maine State Housing Authority’s 2026 private activity bond allocation falls from $100 million to $47.625 million. The law transfers the remaining $52.375 million to the Finance Authority of Maine for 2026. The Housing Authority gets $250 million in bond capacity for 2027. Its use or reassignment of capacity must follow Maine law, Title 10, section 363(4). These limits allow financing; they are not state spending or guaranteed housing help for households.

Maine preserves state and municipal bond capacity

The Treasurer keeps $5 million in private activity bond capacity for 2026 and gets $5 million for 2027. The Maine Municipal Bond Bank keeps $10 million for 2026 and gets $10 million for 2027. Use or reassignment must follow Maine law, Title 10, section 363(5) for the Treasurer and 363(7) for the Bank. No 2026 capacity remains unassigned; $7.625 million for 2027 must be reserved for future allocation under applicable law. These are financing limits, not state spending or direct household payments.
