Bill Overview

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

Broader credential options for special education teachers

The law requires three grade spans for Endorsement 282, Teacher of Children with Disabilities, before final rule adoption. These are birth to school age 5, preschool through grade 8, and grades 6 through 12. It also requires a transition path for holders whose Endorsement 282 includes kindergarten. They can earn Endorsement 282 coverage for preschool and elementary grades without additional coursework.

Educators’ upper-grade credentials gain sixth-grade coverage

The law requires every existing Maine education certificate or endorsement for grades 7 through 12 to include grade 6. These credentials must cover grades 6 through 12 before final adoption of the rule.

New math specialist credential for educators

The law authorizes final adoption of parts of Maine’s education credentialing rule, with required changes. This authorization applies despite written comments closing nine days after the public hearing. One required change adds a Mathematics Specialist Certificate, creating a new credential path for education personnel.
