Maine’s Department of Health and Human Services must study ways to expand dental care statewide, based on a state commission’s recommendation. It must consider a network with the University of New England and federally qualified health centers as hubs. Options include mobile units and limited-service dental practices in areas too sparsely populated to support a traditional dental office. The department must explore in-state residency programs, especially for pediatric dentists, oral surgeons, and orthodontists. It must also explore expanding dental therapist education and training. The law requires invitations to dental schools, public health and dental groups, community dental centers, and dentists serving high-need populations. The state’s professional licensing office must provide technical help on behalf of the Board of Dental Practice. By February 15, 2027, the department must report findings, recommendations, and suggested legislation to two legislative committees. These are the committees overseeing health coverage, insurance and financial services, and health and human services. Each committee may introduce legislation based on the report in the 133rd Legislature in 2027. The law requires planning; it does not itself create dental services or guarantee more care.
