Remote meetings expanded for select boards, tax tribunal

Starting March 31, 2021, certain agricultural commodity groups may meet online for any reason. Starting February 13, 2024, boards that manage municipal public employee retirement systems may meet online for any reason and must publish an attendance policy that explains quorum when members join electronically. Also starting February 13, 2024, joint energy agencies and their committees may meet online for any reason. The Michigan Tax Tribunal can hold certain hearings electronically without the usual remote‑meeting limits.

Rules for joining online public meetings

Online meetings must allow two-way communication so people can hear and be heard. Typed public comments are allowed and may be read or shared. A physical meeting place is not required, and remote participants count as present. If the body keeps an updated website, it must post a meeting notice at least 18 hours in advance with how to join and disability access. Starting October 16, 2020, if an agenda exists, it must be posted online at least 2 hours before the meeting; it can still be amended during the meeting. You cannot be required to register or give your name just to watch, except as needed to speak during public comment. The public cannot join a closed session held during an online meeting.

When boards and councils can meet online

From March 18, 2020 through March 31, 2021, boards and councils may meet online for any reason. From March 31, 2021 to December 31, 2021, remote meetings are limited to accommodating absent members and certain local emergencies in the affected area. Starting January 1, 2022, remote meetings are allowed only to accommodate members absent for military duty. When a meeting allows remote attendance for a member’s military duty or medical condition, only those members may join remotely; others must attend in person. These limits do not apply to certain farm boards, municipal pension boards, joint energy agencies, or Tax Tribunal hearings.
