Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 1 costs, 0 mixed.

No state sales tax on fuel

Beginning January 1, 2026, you pay no Michigan sales tax on eligible fuel bought at retail. Eligible fuel includes motor fuel, alternative fuel, and leaded racing fuel. This does not cover aviation fuel that is taxed or sold as aviation fuel. It also does not cover fuel sold for heating, cooling, or ventilation. Propane (LPG) is exempt only when it is used to power a vehicle. This lowers what drivers pay at the pump.

School aid fund kept whole

Michigan replaces money the State School Aid Fund loses from the new fuel sales and use tax exemptions. The Department of Revenue must deposit an equal amount into the fund. The law does not list dollar amounts or where the money comes from. This helps keep K-12 school funding steady statewide.

Fuel tax change needs companion bills

This law only takes effect if four companion bills also become law: SB 578, HB 4181, HB 4182, and HB 4183. If any of those bills does not become law, this act does not take effect. This ties the fuel tax changes to the rest of the package.
