More park and trail grants statewide

The law gives $41.766 million from the Natural Resources Trust Fund for fiscal year 2025. The money supports land buys and park and trail projects named in the act. Local governments receive $26.326 million of this total: $7.4126 million for land acquisitions and $18.9134 million for development. The Department of Natural Resources administers the grants.

Land bought stays public forever

Any land bought or improved with these grants must stay for public outdoor recreation forever. If land is later converted to another use or lost, the recipient must replace it. The DNR must put these rules into every grant agreement.

No trust fund money for wind or solar

The law bans spending these appropriated funds on utility-scale solar or wind projects. The DNR and grant recipients cannot use part 1 dollars on those developments.

How park grants get paid out

Full grant payment requires proof of the land buy or finished work and DNR cost checks. The DNR can waive this and pay earlier in some cases. Unspent capital funds carry forward under state budget rules. Money from withdrawn projects lapses back to the trust fund—$187,500, $71,300, $1,300,000, and $890,000—and can be reappropriated.

State royalty on large land buys

For parcels over 5 acres bought with grant funds, if the recipient keeps mineral rights, the state gets a nonparticipating 1/6 minimum royalty. This reduces any mineral income the recipient could keep and sends that share to the state.
