Public form and conflict pledge for lawmaker spending

Starting January 1, 2026, every legislator‑directed spending request uses a public form. The form lists the sponsor and any cosponsors, the recipient and project address, the recipient’s EIN, the amount, the purpose and public benefit, any related funding in the past five years, and a target completion date. The sponsoring legislator must sign that they, their immediate family, and legislative staff have no financial interest and that the recipient is not a for‑profit. Immediate family means a parent, child, sibling, spouse, or anyone living in the same home. These rules apply only if Senate Bill 596 also becomes law.

Stricter rules for nonprofits seeking funding

Nonprofits must meet three tests to qualify for a legislator‑directed spending item. They must have operated in Michigan for 36 straight months, kept a physical office here for at least the last 12 months, and have a board with officers and active members listed. If not, they are not eligible for this funding. These rules start January 1, 2026, only if Senate Bill 596 is also enacted.

When these disclosure rules take effect

These disclosure rules take effect January 1, 2026. They only apply if Senate Bill 596 of the 103rd Legislature is enacted into law.
