The law lets child care centers use portable interior door‑locking devices to secure rooms against forced entry. The device must engage without opening the door and release from inside without a tool. It must be openable from outside with a required tool or key by trained responders or staff. It cannot change door closers, panic bars, or other fire‑exit parts, and cannot be on corridor doors that lead outside. Use steel fasteners on labeled fire doors and install per the instructions and local building and fire codes. These devices are allowed in any center or addition, compliant fire‑door installs are not violations, and if other rules conflict, this section controls.
This law takes effect only if Senate Bills 97 and 98 also become law. Until then, the permissions and duties in this law do not apply.
Before a new install, the operator must send two copies of floor plans, drawings, and instructions for plan review and get any permits. The operator must tell the local fire department and police the device location. Before first use, the operator must request inspection and get written approval. Staff must receive in‑service training, and the center must keep training records. Beginning 90 days after the law’s effective date, you may engage a device only for short, set periods under your emergency plan. Existing devices must be documented, permitted, and inspected within one year of the law’s effective date; compliant devices are approved. Agencies cannot require architect‑ or engineer‑sealed plans for installation or approval.
