Wastewater permits: fees and on-time decisions

Application fees apply to non‑stormwater discharge permits: $750 for EPA major, $400 for certain minor individual, CSO, or lagoon permits, and $75 for minor general permits. Annual fees vary by facility; examples include about $8,700 for an industrial EPA major, and municipal major fees that scale by discharge up to roughly $213,000; facilities with no discharge pay $100. The department must decide complete new or increased‑use permits within 180 days unless you agree to more time, and decide reissuance by September 30 of the next year. If it misses a deadline, it must return your application fee, you owe no application fee for that application, and you get a 15% discount on the permit’s annual fee. Annual invoices are due January 15, and late payments owe 0.75% interest per month.

New fees and rules for floodplain work

You must have a state permit to alter a floodplain. The application fee is $500, plus $1,500 more if the department needs engineering work. A minor permit costs $100 and a general permit costs $50. These fees apply through October 1, 2029. If you already did the work without a permit and restoration is not ordered, you must pay twice the normal fee to get a permit now.

Hazardous waste IDs and annual charges

Through October 1, 2029, you pay $50 for each hazardous‑waste site ID, and the department will not issue an ID without the fee and your tax ID. Handlers also pay annual charges: generators pay $100, $400, or $1,000 by quantity; facility owners or operators pay $2,000; used‑oil handlers pay $100. The department mails forms by March 30 and payment is due April 30 for the prior year. Late payments owe a 5% fine per month, up to 25% total, and the attorney general can collect after five months. Money goes to the environmental pollution prevention fund.

Stormwater permits: fees and late interest

Stormwater permit fees apply through October 1, 2029. A construction‑site permit has a one‑time $400 fee. Industrial or commercial stormwater permits cost $260 each year. Municipal MS4 permits range from $500 to $7,000 a year by population, and counties pay $3,000; some multi‑location permits use a fee set by agreement. Fees are nonrefundable, must be paid to issue or renew a permit, and late payments owe 0.75% interest per month. Failure to pay can lead to enforcement and collection by the attorney general, and municipalities without an MS4 do not pay these fees.

Permit fees for lakes and Great Lakes work

The law sets permit fees for inland lakes, streams, shoreland, and Great Lakes projects through October 1, 2029. General permits cost $50; minor permits $100; many projects $500; major listed projects $2,000; and marina fees are tiered. Under Part 323, commercial or multifamily projects cost $500, a single‑family home $100, and small additions $50. If you did work without a permit and restoration is not ordered, you must pay twice the normal fee to apply. If a project is reviewed under more than one part, you pay only the single highest fee, and a riparian owner may get a binding ordinary high‑water mark set for $500.

Operator certification fees and rules

Through October 1, 2029, the department charges cost‑based fees for operator training and certification. Exam fees are usually about $30–$70, and many renewals cost $95. If you do not pay an exam fee within 90 days, the exam counts as failed and you cannot retest until you pay. Course providers pay $75 to approve each course and $50 to renew. These fees go to the operator training and certification fund.
