Required literacy training for school staff

Minnesota districts must provide literacy training from an approved list of evidence-based programs. The July 1, 2026, deadline covers kindergarten–grade 12 reading intervention teachers, prekindergarten–grade 3 classroom teachers, and special education teachers. It also covers curriculum directors, employees selecting literacy materials, and teachers licensed to teach English to multilingual learners. Support staff, contractors, and volunteers helping provide Tier 2 interventions—extra learning support—are also included. By July 1, 2027, districts must train grades 4–12 reading teachers and teachers in state-approved alternative programs. The education commissioner may extend district deadlines. Training from a department-approved certified trained facilitator can meet the requirement.

Less elementary class time for teacher training

For the 2024–2025 and 2025–2026 school years only, Minnesota districts may reduce required elementary instruction by 5.5 hours. Districts need an agreement with teachers’ exclusive representative requiring at least 5.5 hours of approved evidence-based literacy training. Training must occur on a day when other students in the district receive instruction. Charter schools whose teachers have no exclusive representative may use the reduction after consulting their teachers to provide that training. This provides training time but allows less elementary class time.
