4 provisions identified: 1 benefits, 1 costs, 2 mixed.
Half of the new account funds grants to providers helping victims of sexual assault, crime, domestic violence, or child abuse. Grants support direct services and advocacy, including client assistance, staff wages, housing help, and other survivor and provider needs. They also support culturally responsive programs, prevention, and restorative justice. Services must include underserved communities most affected by violence and reflect Minnesota's ethnic, racial, economic, cultural, and geographic diversity. The grant provision ends June 30, 2033.
Telecom providers must file a sworn statement when the state disputes their fee submission or they submit no fees. The statement must confirm that their 911 fee, public safety radio and crime victims fee, or both calculations are complete and accurate. Providers have 90 days after notice of a disputed submission to file the statement. After that deadline, the commissioner can estimate the amount owed and refer it for collection.
Customers pay $0.50 monthly for each covered phone line or basic service that can call 911, excluding prepaid wireless. This monthly fee ends June 30, 2033. Minnesota prepaid wireless buyers instead pay $0.50 per retail transaction, collected by sellers and sent to the state. Sellers show prepaid fees as one combined receipt line, and consumers are legally responsible for paying them. The prepaid fees do not count toward the base used to calculate other state or local taxes and charges. Both 50-cent fees go into the new Public Safety Radio and Crime Victims Account.
Half of the new account funds radio equipment grants for local governments, federally recognized Tribal entities, and state agencies. Recipients must participate in Minnesota's ARMER public safety radio system and buy or upgrade portable radios, mobile radios, or related equipment that works with it. Each local government can receive only one grant. Nonstate recipients must provide at least a 5% match using nonstate funds. Up to 2% of the account can cover grant administration. Annual reports on account deposits and grants are required starting January 15, 2026. The account and grant provision expire June 30, 2033.
