Minnesota residents lose virtual currency kiosks

The law bans anyone from placing or running a virtual currency kiosk anywhere in Minnesota. Residents can no longer buy or sell virtual currency through these kiosks. Operators can no longer offer this service in the state.

Minnesota ends virtual currency rules and safeguards

The law repeals Minnesota's listed virtual currency business and kiosk rules, easing business duties and ending related consumer safeguards. Repealed safeguards include fee and risk disclosures, customer acknowledgments, and detailed receipts. The repeal also ends the $2,000 daily kiosk limit for new customers during their first 72 hours. It removes full refunds for purchases caused by fraud during that period. Those refunds required reporting to both the operator and a government or law enforcement agency. The deadline was 14 days after the last transaction in that 72-hour period. Repealed business duties include a Minnesota-based account reflecting virtual currency value in U.S. dollars over the prior 12 months. Transaction records, monthly accounting, bank records, and reports on business activity, disputes, and unfinished transactions are also repealed. Ending these rules does not lift the kiosk ban.
