Adult diploma program loses automatic cutoff

The law removes the Workforce Diploma Program’s automatic end date of August 28, 2028, without setting a new one. Missouri residents age 21 or older without a high school diploma remain eligible through approved providers. The program helps adults earn an accredited diploma and job skills. Funding still depends on state appropriations, and providers cannot charge students for services covered by the state-funded program.

New residency rules for university boards

Voting board members living in the university’s main-office county are capped at three for Central Missouri, Southeast Missouri, and Truman State; Northwest Missouri, Missouri Southern, and Lincoln have caps of four. Harris-Stowe allows no more than three regents from its main-office city and no more than three from one political party. Northwest Missouri and Missouri Southern each cap same-party voting members at four, and replace earlier geographic selection rules with county caps. Southeast Missouri replaces earlier county-group seat rules and has seven voting governors plus one nonvoting student. At least seven of Missouri State’s nine voting governors must live in different congressional districts, with no more than one of those seven per district; two seats are at-large.
