Bill Overview

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

Cotton gin owners face fewer permit requirements

Cotton gin owners and operators do not need to submit air dispersion modeling to Missouri's Department of Natural Resources for construction permits. This exemption applies only to cotton gins that are not classified as Class A pollution sources.

Older farm vehicles skip emissions inspections

Missouri exempts qualifying farm vehicles over 10 years old from emissions inspections. Vehicles must be registered as local commercial vehicles used for farm transportation or qualify as covered farm vehicles under federal rules.

Missouri keeps more money for pollution programs

Missouri's Natural Resources Protection Fund holds air and water permit fees in separate accounts to support those pollution programs. Interest stays in each account. Beginning July 1, 2027, excess balances above the prior two-year period's collections no longer return to general revenue. Each July 1 starting in 2027, the state estimates the prior calendar year's general revenue sales and use taxes from electric power distribution. The Treasurer transfers 5% of that estimate to the air pollution permit fees account. That money stays dedicated to air pollution control, and lawmakers must approve spending it. Emissions inspection fees stay in the separate Missouri Air Emission Reduction Fund; the Treasurer can no longer divert them to general revenue when prior-year revenue growth falls below 2%.
