Beginning June 30, 2026, the law adds certain U.S.-owned parcels, including Camp Lejeune and MCAS New River, to Jacksonville’s city limits. Only the described federal parcels are included. Property in the annexed area as of January 1, 2026 is subject to Jacksonville city taxes for tax years starting on or after July 1, 2026, when State and federal law allow.
The law does not let Jacksonville make or enforce rules for activities on Camp Lejeune, MCAS New River, the Greater Sandy Run Training Area, or Stones Bay. Federal authorities keep control of operations on those bases. This limit applies beginning June 30, 2026.
The law stops Jacksonville from annexing any land south of N.C. Highway 24. The city cannot use planning and zoning powers outside its contiguous city limits. The city gives up extraterritorial jurisdiction in noncontiguous areas now, but its development rules there stay in place until the time set in G.S. 160D-202(h). City police can use arrest powers only within one mile of the city limits north of N.C. Highway 24. Officers can still transport people for court anywhere in North Carolina and can arrest for crimes tied to that transport.
