Secretary of State receives higher pay
The North Dakota Secretary of State’s annual salary is $139,256 through June 30, 2026. Beginning July 1, 2026, it is $143,434. This pay change applies to the officeholder, not state workers generally.
Election upgrades keep access to funding
For July 1, 2025–June 30, 2027, unspent money from a $6 million federal appropriation made in 2023 remains available. The Secretary of State can use it for an election management system and FirstStop upgrades. At the Secretary’s request, the Office of Management and Budget can also transfer up to $600,000 into the Election Fund. That money comes from the general fund election-reform budget and must match federal funds received by the state. These funds support state systems, not direct household payments.
Public printing funding ends; oversight shifts
For July 1, 2025–June 30, 2027, the public printing appropriation drops from $271,335 to $0. This does not end publication of state laws: the Legislative Council takes over publication, distribution, and sales duties. During that period, it must sell session laws at cost plus 10%; later prices must aim to recover costs. Sales proceeds go to the general fund, and agencies funded entirely by special or federal funds bear printing charges.
Secretary of State funding and staffing limits
For July 1, 2025–June 30, 2027, the Secretary of State’s office gets about $23.52 million. This includes $9.44 million from the general fund and $14.08 million from other funds. The budget includes $9.23 million for election reform and $4.60 million in one-time funding. It funds 33 full-time equivalent positions, down from 35. The office cannot directly spend the $148,177 pool for new and vacant positions. It must request transfers to salaries from the Office of Management and Budget, following House Bill 1015’s guidelines and reporting requirements.
