New makeup of Lake Agassiz water board

The law changes who sits on the Lake Agassiz Water Authority board. Seats go to cities and water districts based on size and location. One seat is from an east-side city with 5,000 to 40,000 people, and one from an east-side city with fewer than 5,000 people. One seat is from a water district east of Highway 1, one from a water district west of Highway 1, and one from a city west of Highway 1.
