New cooperative buying for park districts

Park districts can join cooperative purchasing contracts with the state's Office of Management and Budget or with another state. They can also buy together with the state or other political subdivisions by signing a joint powers agreement. A park district's board of park commissioners must approve before joining. This authority does not cover construction of a public improvement.
