County boards control roads with public input

The law gives county boards the sole power to get land, build, maintain, and run county roads they select. If a township road meets the state criteria in section 24-05-16, the county must notify the township before adding it. The board must hold a public meeting to take comments. After that meeting, it must decide at its next scheduled meeting. This sets a clear, step-by-step process to move a local road into the county system.
