State funds irrigation study for farmers

The law gives $75,000 from the general fund to the agriculture commissioner for a one-time study. The money is only to hire a consultant and not for construction or direct payments. The funds are available July 1, 2025 through June 30, 2027. The study looks at economic gains from more irrigation, impacts of not building Pick-Sloan projects, irrigated vs. nonirrigated land, and subsurface water systems. The commissioner must present findings and any proposed laws to Legislative Management by July 1, 2026.
