The law creates a special loan fund for nursing and basic care facility projects. Money in the fund comes from legislative transfers, interest, and loan repayments. All money is continuously appropriated to the Bank of North Dakota to make these loans. During July 1, 2025 to June 30, 2027, the Office of Management and Budget transfers money from the Strategic Investment and Improvements Fund to this loan fund. The statute shows the transfer amount as "$50,000,000$100,000,000."
Nursing and basic care facility governing bodies can apply to the Bank of North Dakota for project loans. Loans can fund renovation or new construction, including land purchase and building costs, if your governing body has authority. A loan can cover up to 50% of project cost, capped at $10,000,000. Interest cannot be over 2%, and you must repay within 30 years. You must finish construction within 24 months of loan approval, or the Bank may require forfeiture of the entire loan. Applications must detail the project, show need and long-term viability, and include financial records the Bank requires.
