Arts council gains flexible project funding
For July 1, 2025–June 30, 2027, all Cultural Endowment Fund income is available to the arts council for cultural arts. The council can use accrued interest to make and install Creative Placemaking art projects and prepare their sites. This includes interest designated for project maintenance, without the earlier maintenance-related spending limits. Gifts, grants, bequests, donations, and other contributions received during this period are also available for the council's legally allowed purposes. The law sets no dollar total for these funding sources.
North Dakota funds arts and education
For July 1, 2025–June 30, 2027, North Dakota provides about $4.67 million to its Council on the Arts. This includes about $2.64 million from the general fund and $2.03 million from other funds. The budget covers about $1.64 million for salaries, $679,093 for operations, $2.34 million for grants, and a $16,519 position pool. It authorizes six full-time equivalent positions; grants include $10,000 each for the State Troubadour and Poet Laureate. It also includes $5,000 once for Arts Across the Prairie education, excluded from the 2027–29 base budget; the council must report this funding to legislative appropriations committees.
Arts council gains flexibility with limits
The council cannot directly spend its $16,519 new and vacant position pool during the 2025–27 budget period. It can request transfers to salaries under House Bill 1015's guidelines and reporting rules. Separately, the state budget director moves money between other budget lines at the council's request, excluding that pool. The council must notify the Legislative Council of each transfer and report transfers to the next legislature's appropriations committees. After June 30, 2026, it must also report transfers over $50,000 to the Budget Section. The law also lets unspent money from a $25,000 prior general-fund allocation carry forward for accrued leave payouts during 2025–27.
