New bid rules for water project contractors

The law changes bidding rules for projects paid with municipal, rural, and industrial water-supply funds (Public Law 99-294). Bidders do not need to include a copy of their contractor license in the bid envelope. The bid ad must say the lowest responsible bidder has 20 days to get a license for the full bid amount. If the bidder does not get the license in 20 days, the bid is rejected and the contract goes to the next lowest responsible bidder.
