Water project definition updated for operators

The law updates what counts as a "project" in state water law. A project can be a water conveyance project. It can also be one work listed in subsection 1011, or a set of those works. They count as one project only if the works are physically connected or jointly managed and run as a single unit. This clarifies and expands what agencies, water districts, and project owners treat as a single project.
