Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 1 costs, 0 mixed.

Grant match and grazing plan required

To get a grant, an organization must provide $1 from nonstate sources for every $4 in grant money (a 25% match). Participants must develop and carry out a grazing land plan that follows local soil conservation district guidance. The local soil conservation district must approve the plan. These rules add matching and planning costs before funding is awarded.

New grants for North Dakota grazing groups

The law creates a Grasslands Grazing Grant Program run by the North Dakota agriculture commissioner. Grants go to groups that represent cooperative grazing associations, and they can pass funds to local associations. Eligible work includes water systems, fencing, conservation, permit work (including professional fees), habitat, carbon capture, and grassland health. Projects must be on national grasslands in North Dakota. The commissioner sets program guidelines; the law does not set award sizes.
