Free school meals up to 200% of federal poverty

School boards can choose to give free meals to students in families up to 200% of the federal poverty level. Federal funds still pay for meals that meet federal income rules. For free meals outside federal rules, the state pays 50% of the gap to free and districts pay the other 50%. Districts that join must offer both online and paper applications, and the education department provides technical help. The law funds rollout with $107,000 for state administration and $250,000 for district reimbursements and software through June 30, 2026.

Stronger child safety and new AI liability

The law strengthens crimes for endangering a child and adds new rules for AI and online services. Unreasonable conduct that risks or causes serious injury or death is a crime, and tattooing or branding a minor and illegal adoption placements are also crimes. The worst cases are class A felonies; other listed acts or a pattern are class B felonies. Owners of AI chat or online services are criminally liable if their responses are meant to push a child to imminently engage in sexual acts or images, illegal drugs or alcohol, self-harm, or violence; telecom carriers and AI built into games or shows are excluded. Families can also sue owners or operators for at least $1,000 per violation, plus attorney’s fees if they win.

Stronger rules for school and town trespass bans

The law sets strict, written steps for no‑trespass bans on town and school property. Boards must approve new bans by unanimous vote at a public meeting, unless the person asks for a private session. Every order must be in writing, name the place and reason, last no more than 90 days, and explain hearing and appeal rights. You can ask for a hearing; the board must hold it and issue a written decision you can appeal to superior court within 30 days. Extending a short ban to 90 days needs a vote at the hearing or a new order with another hearing; any ban longer than 90 days needs a court restraining order. Repeat cases on the same property within two years can be extended up to one year, and boards must vote to extend unless a court order already applies. Any bans older than 90 days when this law takes effect are canceled and must be withdrawn in writing.
