Foster parents can decide special education

The New Hampshire education commissioner (or a designee) can appoint a foster parent to make a child’s school decisions. The director of the licensed child-placing agency that placed the child can also make this appointment. It applies to a foster child with disabilities and lasts only while the child is in that foster home. The law removes the old rule that the appointee must show special knowledge or skills. The act takes effect 60 days after passage.
